The Capture Manager is the overall lead for winning an opportunity. This role is typically filled very early in the capture process and should be fully engaged at the time the company makes a 'Pursue' decision, after initial identification and qualification of an opportunity. As a rule, the Capture Manager will provide direct supervision and guidance to other capture leads including the BD representative, the Program Manager, the Proposal Manager, the Finance Lead, and the Technical Lead. The Capture Manager is the primary interface to senior management on all matters related to the opportunity from initial assignment to the award by the customer.
During the early stages the Capture Manager will lead efforts to:
- Fully understand the opportunity (requirements, etc.)
- Understand the customers' (buyers', end users') wants, desires, hot buttons – and the relative importance or weight for each key decision maker / influencer.
- Develop an understanding of the customer's budget and affordability level.
- Work with the customer to ensure they fully understand your capabilities and to get early feedback and validation of your approach.
- Make an initial assessment of the competitive landscape and begin to formulate a profile (key strengths and weaknesses) for each likely key competitor – including anticipated pricing strategy for each
- Develop an understanding of the company's core competencies / capabilities and formulate initial teaming strategy, ensuring all requirements are covered.
The Capture Manager uses the available facts, data, and other intelligence to lead formulation of an overall win strategy, and works to develop the tactical approach to achieve this strategy. The Capture Manager will work to ensure all resources (marketing funds, bid and proposal funds, people, facilities, etc.) required to be successful are obtained to the best of his/her ability. The Capture Manager will lead development of the Capture Plan that covers all aspects of the capture and will work to ensure that the overall capture/proposal process is implemented. The Capture Manager will have primary responsibility to maintain awareness of progress, plans, and issues related to the capture effort and to keep senior management informed as appropriate.
As the opportunity evolves during the 'Positioning' phase, leading to final RFP release and start of the 'Proposal Development' phase, the Capture Manager will likely be leading or directly involved with the following:
- Works with the Technical Lead to ensure that the technical solution to be proposed is:
- Responsive to requirements and customer hot buttons
- Meets price targets (Price-to-Win)
- Delivers the business case required by management with acceptable risks
- Assists in selecting / negotiating with the teaming partners, subcontractors, vendors, and suppliers, enforcing appropriate cost bogeys and work share across the team.
- Works with the Program Manager on program staffing to ensure that plans are realistic, and to ensure that any key personnel positions are staffed with highly qualified individuals who will be available on the first day of the contract.
- Works with the Finance Lead to ensure that the price proposal is clear, compliant and consistent with PTW and company objectives
- Works with Proposal Manager to ensure that the proposal is clear, compliant, professional and effectively communicates our themes and discriminators.
- If applicable, works with the Oral Presentation lead/coach to develop the Oral presentation and to conduct rehearsals and reviews as appropriate.
After submitting the proposal, the Capture Manager will remain engaged to lead the Company's response to any questions from the customer (Evaluation Notices) and to develop any final proposal changes as may be required.
