IMP & IMS Specialist

The IMP/IMS Specialist leads in the development of the Integrated Master Plan (IMP) and Integrated Master Schedule (IMS) that structure the program to be executable within schedule and cost constraints, and with acceptable risk. The IMP/IMS Specialist ensures that the IMP is an event-oriented representation of integrated product development – that each activity encompasses all appropriate functional disciplines. The IMP/IMP Specialist addresses a list of "events" (initiation or conclusion of major intervals of program activity), such as, the ICDR, FCDR, Production Reviews, Test Reviews, Test Acceptance, Delivery, etc. Ensures the IMP includes any assumptions / guidelines, and a dictionary of definitions for selected events and action verbs used within the accomplishment criteria:

The IMP/IMS Specialist leads the development of an IMS. The IMS will contain, at a minimum, all events, accomplishments and criteria contained in the IMP. The IMS will also contain tasks subordinate to the criteria and any additional detail to enhance a rigorous schedule management process, facilitate the identification of task interdependencies, and provide additional insight through the use of critical path analysis.

In developing the IMP/IMS, the IMP/IMS Specialist schedules regular status and working meetings with the cognizant engineering organizations or system engineering-level team to mature the end product. A configuration control mechanism leveraging the proposal computer system is employed to ensure appropriate control of the document is maintained.

Competitive Pricing Analyst

The Competitive Analysis (CA) Analyst is a key member of the Competitive Analysis / Price-to-Win (CA-PTW) team focusing on the qualitative aspects of the procurement. The CA analyst researches the procurement's evolution from the Government's budgeting process to the agency funding allocations to publically available "should cost" pronouncements. The CA analyst compiles a library of the procurement history including all public presentations made by the Agency to Government committees, or to the Industrial community via Industry days or associated forums, or through the release of RFIs / RFPs and their associated Q&As. The goal of this activity is to gain an understanding of the government's view of the program; compile a preliminary list of interested vendors; and make an early assessment of potential teams and available funding.

Following the initial data gathering phase, the CA analyst develops and refines a picture of the competitive landscape. The first step in this process is the development of key comparative parameters. An example of a set of key parameters is the strengths, weaknesses, past performance, and financial strength of all competitors. This exercise aims at defining the competitors' potential behavior in the current environment and is not a simple financial exercise to determine the lowest price. Key parameters and variables will vary somewhat depending on the specific proposal.

The second step is for the CA Analyst to further refine the data collection process and complete the analysis phase. The type of data collected and the analysis of the data are driven by the key comparative parameters established in the first step. At this stage, with analysis of the data, new parameters are likely to emerge. The CA Analyst develops a final report with comparative tables, key drivers and figures for all parameters and all competitors. Strategic approaches to both the pricing volume and the technology volume evolve from this process. This analysis would support Black Hat reviews on priority captures, and overall bid / no bid decisions.

The Price-to-Win (PTW) analyst leads the process of developing a multi-variable hypothesis to predict the competitors' behavior in response to a Government RFP. The PTW analyst understands this involves more than just applying the competitors' historical pricing behavior. The analyst additionally takes into account variables associated with the Government customer (for example: competitor's view of the evaluation process). The PTW analyst provides alternate approaches / solutions to the requirements (through the competitors' eyes) that help the capture team make strategy decisions superior to the competitors.

The PTW analyst derives the price that, when integrated into the Government's source selection process, results in a winning proposal (single award or multiple award). The analyst must be able to make objective and subjective assessments that lead to the price most attractive to the Source Evaluation Board (SEB) and the Source Selection Board (SSB), resulting in the award of the contract to the client company.

The PTW analyst considers major PTW variables including:

  • Customer's funding / should-cost / ROMs, etc.
  • Customer's historical buying behavior
  • What the customer is saying about this specific opportunity (predict their buying behavior based on their stated preferences)
  • Competitor's likely win strategy, approach and teaming strategy
  • Competitor's historical pricing behavior
  • Competitor's likely pricing behavior on this specific opportunity

The PTW analysis process involves the following elements:

  • Development of a full understanding of the system requirements
  • Conceptualization and development of a solution that includes a bill of materials
  • Development and refinement of realistic cost and pricing structures
  • Implementation of staffing approach to conceptualized solutions
  • Identification of cost drivers and alternate approaches
  • Modeling and estimating

The Pricing Analyst provides leadership and hands-on work as required to produce the Cost / Price Volumes. The Pricing Analyst should be engaged early in the proposal process, and serve as the focal point for alternative, technical, and management approaches, each with cost/price implications. These analyses form the basis for decision on which of these approaches maximizes the probability of win, within the competitive situation.

The Pricing Analyst works from input received from the technical and management team. The inputs include numbers and types of staff required, and their skill levels; facilities required to house the program personnel, including any relevant equipment and services needed; and special requirements such as, for example, security requirements.

The Pricing Analyst addresses required tools and materials including hardware, software, network communications, special equipment, and office equipment as well as hours of operation and travel requirements. He or she also addresses costs for consultants and subcontractors as well as phase-In requirements. 

In challenging competitions with special circumstances, the Pricing Analyst must be able to develop creative cost pools that enable the group to provide a more competitive price for the proposed services and / or products while still making a profit.

The Desktop Publisher uses standard word processing software to key, paginate, and edit the proposal. The Desktop Publisher performs the following tasks.

  • Formats digital input, sizes figures, establishes headers and footers, generates tables of contents and lists of illustrations, etc.
  • Ensures the proposal conforms to solicitation content requirements
  • Establishes folder/file design to maintain version control as the document progresses from draft to blue team, pink team, red team and final production
  • Ensures format consistency and placement of graphics in a way that will produce pages that are attractive and easy to read
  • Numbers figures
  • Applies final edits to a controlled set of folders and files
  • Makes final pass to the entire proposal for uniformity of format and readability, as well as performing spell checks, etc.
  • Performs final print and QC.

The Desktop Publisher is sometimes called on to perform tasks normally done by a coordinator, such as serving as file manager and ensuring that the proposal format conforms to solicitation requirements.

The graphic artist prepares graphics and keys sketch drawings and concepts. He/she also helps authors determine how best to present ideas in charts, graphs, figures, etc. and prepares cover art and spines for the proposal. Graphic Artists typically work with software tools such as PowerPoint, Photoshop, Corel Draw, Visio, et al.

OCI provides two levels of graphic artists:

  • Graphic Artists that help to create a range of typical proposal charts, figures, and drawings.
  • Conceptual Artists that use capture and proposal artifacts and recommended technical solutions and offerings to lead in visualizing and creating art and graphic models that best capture and answer the bid requirements visually. The Conceptual Artist also prepares specialty figures such as renderings, elevations, exploded drawings, cutaways, and other art forms.

Proposal Coordinator

The Proposal Coordinator assists the Proposal Manager in proposal process coordination and proposal production management. This individual helps to publish and enforce schedules, arrange meetings, and facilitate the submission and iteration of author input. The Proposal Coordinator also serves as the file manager and coordinates the flow of editorial and graphic proposal pieces throughout the proposal development process. The Proposal Coordinator also helps the authors to obtain “boiler plate” information and graphics from previous proposals, as well as helping with the copying and distribution of materials.

On smaller proposals, the Proposal Coordinator may assist with desktop publishing. On large and demanding assignments, the Coordinator may help prepare and/or manage a proposal plan or proposal schedule. During the final stages of the proposal preparation process, the Proposal Coordinator frequently serves as Production Manager, helping to direct the printing, copying, binding and boxing of the proposal

Volume Manager

On larger proposals, Volume Managers are usually required to control the development of the various volumes. A Volume Manager reports to the Proposal Manager (PM) and performs a role similar to the PM, except that their focus is on a single volume. Examples of the different volumes or pieces that may require a Volume Manager are Pricing, Technical, Business and Management, Staffing, Risk, Logistics, QA, Security, and Subcontracting.

The volume manager performs tasks relating to the volume assigned such as :

  • Identifies data needed for compliance with RFP and to support the Win Strategy
  • Ensures that win strategies, themes and messages are adequately conveyed in the storyboards and are well presented in the text.
  • Provides hands-on assistance in writing and/or developing volume content based on written and verbal input from internal resources
  • Develops detailed schedules for the preparation of volume content, in conjunction with the overall proposal schedule.
  • Works with the volume team to identify features and benefits.
  • Coaches, mentors, and provides on-the-job training to authors, and frequently reviews in-process products to provide qualitative recommendations for improvement.
  • Helps to edit author input for style, sales messages, and content, and folds input into the volume.
  • Maintains schedules and communicates potential problems to proposal manager in a timely manner.
  • Prepares volume outline, prepares compliance matrices, determines page allocations, and makes author assignments.
  • Supervises, guides, and directs authors in the development of their sections, including suggesting themes, graphics, and text options.
  • Maintains a master book and "the volume wall", ensuring milestones and size requirements are met.

Proposal Manager

The Proposal Manager organizes and manages the proposal. The Proposal Manager leads the proposal development team, providing the necessary leadership to ensure that the proposal product is fully responsive to the acquisition requirements, and that it is prepared in a way that communicates a winning solution with clear client discriminators. The Proposal Manager reports to the Capture Manager

The Proposal Manager is responsible for the following:

  • Obtains guidance from Capture Manager or company executives
  • Obtains resources to write and deliver a quality response
  • Manages subcontractor activity
  • Manages and submits questions to customer as appropriate
  • Manages customer Q&A responses
  • Provides solicitation and amendments to authors
  • Prepares outlines, compliance matrix, proposal schedule, tracks status, conducts kick-off-meeting, makes/obtains writing assignments and page budgets
  • Prepares proposal format, and file directories and manages iterative versions of the proposal. Provides access to prior proposal material
  • Manages the preparation of draft documents for review processes and provides review materials and schedules facilities
  • Reviews author material
  • Conducts daily proposal status meetings to review proposal status in the following areas: customer status, proposal/program issues, volume status by module, proposal action item status by volume, program management status, technical baseline status, cost baseline status and procurement/subcontract management status
  • Assists the Capture Manager in managing all proposal efforts and personnel
  • Provides weekly reports to the Capture Manager on proposal performance, and on cost and technical performance against schedule milestones.
  • Participates in the formulation and review of proposal strategies and themes, and manages the development of the Proposal Management Plan (PMP). An important first product is a detailed decomposition of top-level win strategies to proposal document themes and messages
  • Directs the creation and review of the proposal outline, which will be used as a key document configuration control medium.
  • Assists in analyzing the solicitation and allocating proposal requirements against the proposal outline to ensure both compliance and responsiveness to the customer's issues and needs
  • Builds the proposal compliance matrix and tracks the fulfillment of all requirements. Identifies and tracks "must-do" compliance items to completion
  • Reviews completed storyboards and sections to ensure requirements are adequately addressed and that imposed/intended page limits are not exceeded
  • Maintains the proposal schedule. The schedule is intended to include all engineering, proposal, pricing (business), review, and supplier integration tasks
  • Develops a Pink Team (storyboard and/or mockup review) plan for the interim review and internal evaluation of the technical, management, and overall proposal approaches and ensure that appropriate Pink Team comments are incorporated
  • Directs writing/editing/rewriting efforts as needed
  • Works with the Volume Leaders to ensure inter-volume compatibility is achieved
  • Develops a Red Team plan for the final review and internal evaluation of the proposal and ensure that appropriate Red Team comments are incorporated into the final proposal version
  • Organizes a response and tracks all actions through resolution as results of Pink Red, or other Color Team reviews
  • Directs the Proposal Coordinator in configuration control and proposal production activities for proposal delivery (headers, binders, spines, dividers, covers, footers, headers, page budgets, nondisclosure, boxing, package wrapping/labeling, and transmittal letter). Ensures proposal publication requirements are defined and implemented.

Capture Manager

The Capture Manager is the overall lead for winning an opportunity. This role is typically filled very early in the capture process and should be fully engaged at the time the company makes a 'Pursue' decision, after initial identification and qualification of an opportunity. As a rule, the Capture Manager will provide direct supervision and guidance to other capture leads including the BD representative, the Program Manager, the Proposal Manager, the Finance Lead, and the Technical Lead. The Capture Manager is the primary interface to senior management on all matters related to the opportunity from initial assignment to the award by the customer.

During the early stages the Capture Manager will lead efforts to:

  • Fully understand the opportunity (requirements, etc.)
  • Understand the customers' (buyers', end users') wants, desires, hot buttons – and the relative importance or weight for each key decision maker / influencer.
  • Develop an understanding of the customer's budget and affordability level.
  • Work with the customer to ensure they fully understand your capabilities and to get early feedback and validation of your approach.
  • Make an initial assessment of the competitive landscape and begin to formulate a profile (key strengths and weaknesses) for each likely key competitor – including anticipated pricing strategy for each
  • Develop an understanding of the company's core competencies / capabilities and formulate initial teaming strategy, ensuring all requirements are covered.

The Capture Manager uses the available facts, data, and other intelligence to lead formulation of an overall win strategy, and works to develop the tactical approach to achieve this strategy. The Capture Manager will work to ensure all resources (marketing funds, bid and proposal funds, people, facilities, etc.) required to be successful are obtained to the best of his/her ability. The Capture Manager will lead development of the Capture Plan that covers all aspects of the capture and will work to ensure that the overall capture/proposal process is implemented. The Capture Manager will have primary responsibility to maintain awareness of progress, plans, and issues related to the capture effort and to keep senior management informed as appropriate.

As the opportunity evolves during the 'Positioning' phase, leading to final RFP release and start of the 'Proposal Development' phase, the Capture Manager will likely be leading or directly involved with the following:

  1. Works with the Technical Lead to ensure that the technical solution to be proposed is:
    1. Responsive to requirements and customer hot buttons
    2. Meets price targets (Price-to-Win)
    3. Delivers the business case required by management with acceptable risks
  2. Assists in selecting / negotiating with the teaming partners, subcontractors, vendors, and suppliers, enforcing appropriate cost bogeys and work share across the team.
  3. Works with the Program Manager on program staffing to ensure that plans are realistic, and to ensure that any key personnel positions are staffed with highly qualified individuals who will be available on the first day of the contract.
  4. Works with the Finance Lead to ensure that the price proposal is clear, compliant and consistent with PTW and company objectives
  5. Works with Proposal Manager to ensure that the proposal is clear, compliant, professional and effectively communicates our themes and discriminators.
  6. If applicable, works with the Oral Presentation lead/coach to develop the Oral presentation and to conduct rehearsals and reviews as appropriate.

After submitting the proposal, the Capture Manager will remain engaged to lead the Company's response to any questions from the customer (Evaluation Notices) and to develop any final proposal changes as may be required.
