The CECOM Command Life Cycle Management Command (CECOM LCMC) Software Engineering Center (SEC) provides life cycle software solutions and services that enable the warfighting superiority and information dominance across the enterprise.  SEC provides systems and software engineering and scientific support for a wide variety of Army and Department of Defense (DoD) customers including, most prominently, Army Program Executive Officers (PEOs) and their Project Managers (PMs), Headquarters Department of the Army (HQDA) and its components, and other Joint Service DoD elements. The services to be acquired under the proposed acquisition are necessary in order for the SEC to perform its life cycle software engineering and support mission and to assist in achieving SEC's vision of being recognized as the Center of Excellence for providing software solutions and services within the Army Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) community, across the Department of Defense, and potentially civilian agencies.

FirstSource is a DHS-wide multiple-award, indefinite delivery/indefinite quantity (ID/IQ) contract vehicle, specifically designed as the preferred source to acquire information technology (IT) commodity products (equipment and supplies and associated services) within DHS. FirstSource is considered "mandatory for consideration" throughout DHS, and uses the concept of "fair opportunity" for conducting delivery order competitions.

Space and Missile Center Acquisition and Financial Services (SAFS)

Update: According to the Industry Day brief released by the contracting office on 1.28.12, the solicitation is expected to be released on February 9th, with proposals due March 9th.

The Space and Missile Systems Center, Los Angeles Air Force Base, has a requirement for non-personal professional acquisition, financial, and administrative advisory and assistance services.  The effort consolidates SMC’s Financial and Acquisition Business Support (FABS) and Contractor Administrative and Business Support (CABS) A&AS efforts.

This will be set aside for small business entities under NAICS Code 541712. The size standard is 1,000 employees.

Next Generation Enterprise Network (NGEN)

Update 02.01.12: NGEN remains in a pre-RFP status, although the issuance of the formal RFP is considered imminent, with a Government estimated award date of October 15, 2012. There is a revised draft of Sections L&M of the RFP now available from FedBizOps.gov

Next Generation Enterprise Network (NGEN) is a Department of Navy (DoN) initiative that is planned to follow on to the Navy-Marine Corps Intranet (NMCI). NGEN will provide secure, net-centric data and services and, at its first phase, will represent the foundation for the DoN’s future Naval Network Environment (NNE). The NNE will be interoperable with and leverage other DoD-provided net-centric enterprise services.

The Government intends to release Acquisition Concept #1 (AC1) in support of the NGEN Programs Transport and Enterprise Services requirement. AC1 will be the first in a series of three ACs that will be released in advance of TXS and ES draft RFP(s). The Government intends to release AC2 and AC3 on or about 30 July 2011 and 30 August 2011 respectively. The intent of the AC releases is to provide industry ongoing insight into the development of the NGEN requirements while also affording our industry partners an opportunity to provide feedback prior to the release of any subsequent draft solicitation(s).

Communication And Transmission Systems Program (CTS)

Update 02.01.12: The contracting office confirmed on 1.20.12 that they are still targeting the February/March 2012 release timeframe.

CTS will include broad range of communications systems and technologies, with corresponding management and administrative responsibilities. Contractor-provided hardware and services include system integration, systems engineering and analysis, operations, maintenance, equipment and system installation, material procurement, facility and site preparation, outside plant trenching, software support, program management, logistics, technical field assistance, test and evaluation, modeling and simulation, information operations and assurance support, training, depot support at a vendor and regional levels.  The tasks shall be performed in conjunction with new and existing Government systems. The CTS contract will include the entire PEO EIS Communication and Transmission System requirements and there will be an increased emphasis on local area networks, military wideband SATCOM control, and end-to-end solutions. The prime contractor must have TC/SCI and one of the team members must have a Sensitive Compartmented Information Facility (SCIF).

Expeditionary C4I Systems and Technical Support Services

The Tactical Command and Control Engineering (C2) Division Code 5.3.1 is tasked by the Space and Naval Warfare Systems Command (SPAWAR) and/or Marine Command to provide engineering and Systems Development and Life Cycle (SDLC) services required in support for various C4ISR Expeditionary C4I Programs and projects, as tasked by multiple Department of Defense (DOD) and other Federal Agencies. Potential sources must have demonstrated relevant experience and proven abilities in engineering and technical support services of a non-personal nature, encompassing, but not limited to, the following areas: system engineering, test and evaluation, system deliveries, maintenance and site support, configuration management, quality assurance, logistics, training and program management.

Information Technology Enterprise Solutions 3 Hardware (ITES 3H)

Update 02.01.12: Based on the slides released by the contracting office for the February 1st Industry Day, the solicitation is expected to be released on or around March 26th.

The Government seeks to acquire state-of-the-art equipment and related services, including integration, under the Information Technology Enterprise Solutions -3 Hardware (ITES-3H) contract procurement for worldwide use in support of the Army.  The U.S. Army Small Computer Program (ASCP), in coordination with the Army Contracting Agency (ACA), Information Technology, E-Commerce and Commercial Contracting Center (ITEC4), requires contracts to support the Army’s requirements covering a full range of Information Technology (IT) equipment for server, storage, and network environments; for related integration services; and for maintenance/warranty of legacy IT equipment.

The Computer Hardware, Enterprise Software and Solutions (CHESS) in coordination with the Army Contracting Command - National Capital Region (ACC-NCR), intends to release a Draft Request For Proposal (DRFP) for ITES-3H. The draft acquisition schedule is provided as follows (NOTE: ALL TIMEFRAMES ARE SUBJECT TO CHANGE): Draft Request for Proposal (RFP) will be released during the first quarter of FY12; Industry Day will be held during the first quarter of FY12; Final RFP will be released during the second quarter of FY12.

Training Systems Acquisition III Program (TSA III)

Update 02.01.12: A Draft RFP was released on January 27th with comments due by February 10. There will be a pre-solicitation conference on February 15th, and the final solicitation is expected on/awound March 28th.
 
The Department of the Air Force, Air Force Materiel Command (AFMC), Aeronautical Systems Center, Agile Combat Support Directorate, Simulators Division (ASC/WNSPB), has a requirement for the performance-based acquisition of training systems which encompasses the tasks of analysis, design, development, production, installation, integration, test, database generation and sustainment. The objective of these contracts is to provide follow-on contracts to the Training Systems Acquisition II (TSA II) effort that will significantly shorten acquisition lead-time required to meet USAF, Foreign Military Sales (FMS), AF Reserve and Air National Guard training requirements. The Program Office stated this effort has an anticipated value of $20.9B. The reason TSA III has a much larger contract ceiling than TSA II is because every team in their portfolio will be using TSA III for ten years on each task order.

JSC Engineering Technology and Science Contract (JETS)

The Engineering Directorate provides products and technical services related to human operations in space through development and integration of a broad spectrum of engineering requirements. The U.S. Department of Housing and Urban Development (HUD) has a significant and continuing need for IT services to support the execution of its mission. HUD has established the name, HUDNet, for its future IT infrastructure program and resulting contracts. Currently HUD meets its needs principally through the use of the HUD Information Technology Services (HITS) managed services contracts.

Space and Missile Defense Technology Design Development Demonstration and Integration (D3I)

Update 02.01.12: Based on information given at the January 24th Industry Day, solicitations for Domains 1-3 of D3I will be released near the end of Q4FY12, with proposals due Q1FY13. Domain 1 will be Full and Open competition, while Domains 2 and 3 will be Small Business Set-Asides. The combined values of Domains 1-3 are estimated at $4.905 Billion. Domain 4 - the former ASTEROID program – does not have a current estimated overall value, but the solicitation is expected in Q3FY12, with proposals due Q4FY12. Draft RFPs for all Domains are expected in February.

USASMDC/ARSTRAT requires a contractual vehicle that will fulfill a gap in ability to design, develop, demonstrate and integrate products focused on the development of space, missile defense, high altitude capabilities, and other requirements. The D3I program will be utilized to conduct research for the development of hardware components and software solutions for space, high altitude, missile defense, Information Integration and Data Exploitation, and Enhanced Warfighter Capabilities.

As of 08/2011, the ASTEROID solicitation (W9126011R0001) has been officially cancelled and folded into the D3I procurement.

Combating Weapons of Mass Destruction Research and Technology (CWMD)

The Department of Defense, Defense Threat Reduction Agency (DTRA), has a requirement to support the Weapons of Mass Destruction - Defeat Technology (WMD-DT), Arms Control, and Nuclear Technology Electromagnetic Research and Development (R&D)/Survivability and Infrastructure programs with the Combating Weapons of Mass Destruction (CWMD) Research and Technology Development program. The mission of the DTRA Research and Development (RD) Enterprise is to reduce national defense and homeland security WMD threats by conducting innovative research and development supporting the nation's WMD-related counterforce, consequence assessment, defeat and arms control objectives. Potential WMD threats include Chemical, Biological, Radiological, Nuclear, and High Explosive (CBRNE) materials.

Update 02.01.12: The contracting office released additional Questions and Answers on February 1st, but did not provide a timeline for the draft RFP release.

The EAGLE contract will provide technical support for STAMIS as well as general support for the Army's realignment of its Directorate of Logistics for the purpose of increased efficiency in contracts and overall support of the Army Enterprise transition. It is anticipated that EAGLE will support any DoD and Federal civilian agencies and departments, as well as any of the governments of our current Coalition Partners.

NIH Electronic Commodities Store IV (ECS IV)

Estimated Release: Unknown. The procurement was previously scheduled for an August 2011 release. According to the contracting office, CMS’s procurement is still being developed and no procurement timeline is presently available.

The Department of Health and Human Services (HHS), Centers for Medicare and Medicaid Services' (CMS) has a continuing requirement for customer service functions in support of a contact center environment within CMS; the Contact Center Customer Service (CCCS) program. The CCCS program is the overarching program that guides the creation and consolidation of beneficiary inquiry contact centers. The objective is to establish a Contact Center Operations (CCO) environment that will provide all beneficiary-facing customer service functions which is able to efficiently handle and answer both claims-related and general beneficiary inquiries with a high level of service across the United States and its territories.
