Update 02.01.12: NGEN remains in a pre-RFP status, although the issuance of the formal RFP is considered imminent, with a Government estimated award date of October 15, 2012. There is a revised draft of Sections L&M of the RFP now available from FedBizOps.gov
Next Generation Enterprise Network (NGEN) is a Department of Navy (DoN) initiative that is planned to follow on to the Navy-Marine Corps Intranet (NMCI). NGEN will provide secure, net-centric data and services and, at its first phase, will represent the foundation for the DoN’s future Naval Network Environment (NNE). The NNE will be interoperable with and leverage other DoD-provided net-centric enterprise services.
The Government intends to release Acquisition Concept #1 (AC1) in support of the NGEN Programs Transport and Enterprise Services requirement. AC1 will be the first in a series of three ACs that will be released in advance of TXS and ES draft RFP(s). The Government intends to release AC2 and AC3 on or about 30 July 2011 and 30 August 2011 respectively. The intent of the AC releases is to provide industry ongoing insight into the development of the NGEN requirements while also affording our industry partners an opportunity to provide feedback prior to the release of any subsequent draft solicitation(s).
Next Generation Enterprise Network (NGEN)
History: The Next Generation Enterprise Network represents the continuous evolution of the Navy's enterprise networks and will provide secure, net-centric data and services to Navy and Marine corps personnel. The Navy will transition to NGEN from the Navy Marine Corps Intranet (NMCI). The Department of the Navy (DON) initially consolidated hundreds of legacy networks into an end-to-end system that provides secure, net-centric data and information technology (IT) services via the Navy Marine Corps Intranet (NMCI) contract, which was awarded in October 2000. That contract was scheduled to end in September 2010. Support of the network will continue through a Continuity of Services Contract (CoSC), which may continue through April 2014 if all options are exercised. CoSC will facilitate DON's transition from NMCI to the NGEN environment.
NGEN will replace the NMCI contract currently held by Hewlett-Packard. The NGEN program will also cover the One-Net contract held by General Dynamics, the naval OCONUS network, and the afloat networks. To meet the objectives of the Naval Networking Environment-2016, future upgrades will transition baseline NGEN, ONE-Net, & IT-21/ CANES from three separately managed environments to a globally integrated, net-centric DoN enterprise to support Network Operations (NETOPS) and leverage the DoD Global Information Grid (GIG) and available DoD enterprise services.
NGEN has a segmented acquisition strategy that divides the process into 5 sections:
- Independent Security Operations, Oversight, and Assessment (ISOOA), which may be targeted for small business;
- Transport (TXS) which will cover infrastructure such as LANs/WANs;
- Enterprise Services (ES) which will cover areas such as supporting and migrating existing thick-client architecture to server farms;
- Hardware (purchased through existing contract vehicles, e.g. GSA Schedules); and
- Software (purchased through existing contract vehicles, e.g. GSA Schedules).
At its inception in 2000, NMCI was a revolutionary approach for obtaining voice, video and data communications, and computing capabilities within the Navy. NMCI is the largest corporate intranet in the world.

Transition planning is underway and aimed at ensuring an orderly transition to NGEN from NMCI. The Navy is implementing early transition activities in preparation for the changeover to the NGEN environment – scheduled to begin in 2010. These transition projects will allow DON to exercise appropriate government control of network operations and infrastructure and mitigate any risks associated with the transition to NGEN.
ACQUISITION CONCEPTS 1,2,&3
The Government intends to release Acquisition Concept #1 (AC1) in support of the NGEN Programs Transport and Enterprise Services requirement on or about 30 June 2011. AC1 will be the first in a series of three ACs that will be released in advance of TXS and ES draft RFP(s).
The Government intends to release AC2 and AC3 on or about 30 July 2011 and 30 August 2011 respectively. The intent of the AC releases is to provide industry ongoing insight into the development of the NGEN requirements while also affording our industry partners an opportunity to provide feedback prior to the release of any subsequent draft solicitation(s).
REMINDER: The Acquisition Concept (AC) Methodology is being used to foster frequent and timely engagements with industry regarding the development of the Transport and Enterprise Services Performance Work Statements (PWSs) and Request for Proposal(s) [RFP(s)]. Any information being provided in advance of the issuance of the final RFP(s) should be considered DRAFTS and not a definitive or final decision/direction by the Government.

The Space and Naval Warfare Systems Command (SPAWAR) in support of the Naval Enterprise Networks (NEN) Program Management Office (PMW-205) / Next Generation Enterprise (NGEN) Program is seeking industry comments on the Acquisition Concept (AC) documents in the area of Transport Services (TXS) and Enterprise Services (ES).
The AC1 release will consist of a 1) Preamble (an NGEN overview document), 2) the draft table of contents from the TXS and ES performance work statements, 3) the draft description of the 38 NGEN services and their alignment to the TXS and ES segments and 4) the draft corresponding metrics. SMI: In addition, the Contracting Office released an RFI for Service Management Integration (SMI) commercial solutions on August 30, 2011. Responses must be submitted no later than September 16, 2011.
Contract Type and Other Characteristics: TBD. However, from released documents and discussions, it can be reasonably assumed that there will be multiple contracts with multiple awards. Many of the early discussions have centered around questions and industry comments on DON's initial approach to segmenting NGEN. There have been the recent issuance of the three Acquisition Concepts (AC) in support of Transport and Enterprise Services.
Goals and Objectives of NGEN: The objective of NGEN is to lay the foundation for a single network environment aimed at meeting the vision of the Naval Network Enterprise (NNE) 2016.
Areas of Technology: There have been 39 services identified as of 03/01/2009: User accounts; Data center ops; WAN; BAN; LAN; Wireless networks; VoIP; Remote access services; Directory services; Enterprise portals; Authentication services; Malware prevention and detection; Security event management; Host based security services; Boundary and DMZ; Network access control; Security certification and accreditation; Enterprise Data center design; Data storage solutions; S/W & H/W peripherals; Workstations; Thin client; Deployable workstation capabilities; Commercial voice connectivity; Mobile voice; Secure mobile phone; Video teleconferencing; Network printer; Network multifunction device; Desk-side support; Messaging; Work flow and collaboration tools; Application hosting; Service desk; End-User training; Network operations and IA training; and NGEN testing.
A significant number of experienced transport (TXS) and enterprise (ES) specialists with appropriate security clearances will be required to successfully execute the various NGEN contracts. Multiyear contract may allow offerors to amortize upfront, non-recurring start-up costs, thereby increasing competition. A multi-year contract might provide new offerors the opportunity to make similar investments relative to assembling, training, and deploying a specialized workforce and, more importantly, the time to recoup the associated investment costs.
Structure of the RFP: TBD. Expect five solicitations, each with multiple contracts/awards and some targeted for small businesses.
