History: The Space and Missile Systems Center, Los Angeles Air Force Base, has a requirement for non-personal professional acquisition, financial, and administrative advisory and assistance services. In our current state of development, the SAFS acquisition program remains in a formative pre-approval state. The effort consolidates SMC's Financial and Acquisition Business Support (FABS) and Contractor Administrative and Business Support (CABS) A&AS efforts.

Although this PWS describes the general and representative efforts required under the SAFS program, the specific task requirements will be defined by individual task orders (TOs) that comply with the intent of the work statement.

Contract Type and Other Characteristics: Multiple award (up to 4) IDIQ Firm Fixed Price Labor / Task Order contracts, according to the Draft RFP documents. The source selection will be based on a Lowest Price Technically Acceptable (LPTA) basis. The Offerors must have an office within 10 miles of the Los Angeles AFB.

Goals and Objectives: This acquisition is a full small business set-aside under North American Industry Classification System (NAICS) Code 541712 with a small business size standard of 1,000 employees (footnote 11).

Areas of Technology: This Advisory & Assistance Service (A&AS) contract provides the SMC and related space organizations with a broad range of acquisition, financial and administrative capabilities to execute effective and responsive integrated program management of space-related research, development, production, and lifecycle acquisition activities.

In rendering support to the identified tasks, outputs may take the form of information, advice, opinions, alternatives, analyses, evaluations, processes to eliminate waste, standardizing best practices, reducing cycle times/cost of doing business, or recommendations to complement the Government's organic resources in accomplishing its mission. The nature of this work will, at times, require the contractor to respond quickly to stringent deadlines.

Structure of the RFP: This will be a page-limited proposal (currently determined to be 40 pages, excluding resumes and past performance references) built around 3 sample task orders. If bidding as a Team, the Teaming Agreement must be furnished along with relevant and recent past performance information on previous teaming arrangements with the same partner(s).

Proposal Preparation Challenges: This is a competitive best value lowest price technically acceptable (LPTA) source selection in which competing offerors' proposed services will be evaluated on an acceptable/unacceptable basis. Offerors with acceptable services will then be compared on the basis of lowest price. By submission of its offer, the offeror accedes to all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors or subfactors. All offerors with acceptable services shall be treated equally except for their prices.
