NASA/GSFC/Wallops Flight Facility (WFF) plans to issue a solicitation for the follow-on to the Wallops Institutional Consolidated Contract (WICC). WFF, located on the remote eastern shore of Virginia, is an operational launch range and airfield. The broad scope of services will be provided for NASA as well as multiple tenant organizations including the Department of Defense. A small business set-aside, the overall scope of the WICC follow-on includes facilities planning, engineering, and construction management services, facilities operations and maintenance; and construction and mission support services.

History: NASA/GSFC/Wallops Flight Facility (WFF) plans to issue a Request for Proposal for the Wallops Institutional Consolidated Contract (WICC) Follow-On. An earlier attempt for a contract for direct mission support (Solicitation No. WICCSS2010) was cancelled in the Summer 2010.

Description: As a small business set-aside, the overall scope (as specified in the draft SOW) in support of the WICC Follow-On is: Facilities planning, engineering, and construction management services; Facilities operations and maintenance; Construction and mission support services (Indefinite Delivery/Indefinite Quantity (IDIQ) only); *Grounds maintenance services (IDIQ only); Logistics; Occupational medicine; Environmental management support services; Duplication services; Visitor center services; Mail services; Records management; *Custodial services and solid waste (IDIQ only); Chemical and biological laboratory support services; Technical facility operations (IDIQ only); Telecommunications and engineering support services; and Emergency services to support programmatic operations for the National Aeronautics and Space Administration (NASA) and the Navy at the WFF located at Wallops Island, Virginia.
NOTE: * Grounds Maintenance Services and Custodial Services and Solid Waste will be a directed subcontract to an Ability One vendor selected by NISH. The Contractor shall be responsible for establishment of the subcontract and management of the services. [NISH is a national nonprofit agency whose mission is to create employment opportunities for people with significant disabilities by securing federal contracts through the AbilityOne Program for its network of community-based, nonprofit agencies.]
NASA and the Navy will retain overall management of the WFF institutional program through a Joint Performance Management Board (hereafter referred to as "the Government") including certain elements such as: policy development; strategic and master planning; construction of facility project selection; institutional support agreements; oversight and approval of safety and environmental processes; jurisdiction and other legal matters related to and/or about interface with other Federal, State and local agencies; and ownership of physical plant assets. The WICC Contractor shall manage and be responsible for providing all services, equipment and supplies, except as provided as Government Furnished Property, to implement institutional management operations as specified in the WICC for the WFF.
Contract Type and Other Characteristics: This procurement is a total small business set-aside. The NAICS Code and Size Standard are 561210 (Facilities Support Services); and size standard of $35.5M. The anticipated release date of the Draft RFP NNG11367416R is on or about February 29, 2012 with an anticipated final RFP due date of on or about May 9, 2012. All responsible small business sources may submit a proposal which shall be considered by the agency.

Areas of Technology: All requirements listed in the draft SOW (see Description) are considered core except for those specifically designated as IDIQ which may be required through issuance of Task Orders as per H.13 TASK ORDER PROCEDURE. The WICC Contractor will also be responsible for providing IDIQ Task Order support within any functional area of this SOW for institutional services which exceed the core requirements. This will be specified in the final RFP.
