OCI is seeing a trend for more and more companies to train their incumbent staff as proposal writers for contract recompetes. This lets them bring the knowledge of these su
bject matter experts directly to the proposal team. However, training is usually necessary. Subject matter experts are good at writing technical reports and plans but this type of writing is not adequate for preparing winning proposals.
