The Support Base Services (SBS) contract is a vehicle to provide responsive, high quality base operations services to Army garrisons, primarily in support of the mobilization cycle of Reserve Component forces. The purpose of the SBS contracts are to allow augmentation of Garrison staffs at 16 Power Projection Platforms and Power Support Platforms to support current and future mobilization.

Program Name: CONUS Support Base Services (CSBS)

History: This is a follow-on contract. The CSBS contracts are to provide resources to the Garrison staffs to support current and future mobilization of Reserve Component forces. CSBS Task Orders are designed to provide flexibility to the Garrisons for Mobilization, Deployment, and Demobilization services.

Description: At the contract level, the Army needs successful offerors to provide mobilization support primarily at 16 Force Generation Installations (FGIs) and secondarily at other installations as needed. The Army does not anticipate awarding contracts for specific task areas or for specific locations.

At the Task Order level, there will be decentralized ordering and execution at the Garrison level based on defined Performance Work Statements (PWS). All Task Orders will be competed with all successful offerors. Evaluation and award at the task order level will be tailored to the individual Garrison requirements.

The facility clearance requirements will depend on the location of the facility and the duties being performed by the contractor.  It will not exceed "Secret" level.  The Performance Work Statement and the Task Order should indicate by position whether a clearance is required, and what level, is required of the contractor.

Contract Type and Other Characteristics: This will be a small business set-aside. The NAICS code and size standard will be 561210, Facilities Support Services, and the business size standard will be $35.5M. CSBS-II will be a multiple award IDIQ contract with a based period and four 1-year option periods. The resultant task orders may be any of the following: Cost Plus Fixed Fee (CPFF), Firm Fixed Price (FFP), or Time and Material (T&M) contracts. The Army anticipated 7 awards.
 
Goals and Objectives of SBS-II:
 
Areas of Technology: The twelve specified task areas include: Contract/Task Order Management; Planning; Training; Mobilization; Security; Human Resources; Finance; Material Management and Supply Services; Movements; Equipment Readiness and Maintenance; Billeting and Facilities; and Information Management.

Structure of the RFP: This procurement is still in the pre-RFP stage. There will be 12 identified task areas. Offerors need to be able to perform all tasks at all locations. The published schedule (from the Army's Industry Day Presentation): Issue RFP – 8 August 2010; Proposal Due – 20 September 2010; SBS Contract Award – 20 December 2010; Contract Start: 01 January 2011.

Proposal Preparation Challenges: After reviewing the Industry Day slides and Questions, a number of issues were posed about a small business being able to support only a limited number of the task areas or supporting only a limited number of installations. The consistent answer from the Army was that a successful offeror would need to be able to support all task areas in all locations.
