Next Generation Enterprise Network (NGEN) is a Department of Navy (DoN) initiative which is planned to follow on to the Navy-Marine Corps Intranet (NMCI). NGEN will provide secure, net-centric data and services and, at its first phase, will represent the foundation for the DoN’s future Naval Network Environment (NNE). The NNE will be interoperable with and leverage other DoD-provided net-centric enterprise services.

History: The Next Generation Enterprise Network represents the continuous evolution of the Navy's enterprise networks and will provide secure, net-centric data and services to Navy and Marine corps personnel. The Navy will transition to NGEN from the Navy Marine Corps Intranet (NMCI). At its inception in 2000, NMCI was a revolutionary approach for obtaining voice, video and data communications, and computing capabilities within the Navy. The NMCI contract expires 09/30/10. NMCI is the largest corporate intranet in the world. Some recent NMCI statistics:
Enterprise Scope – more than 344,352 NMCI seats delivered
• More than 700,000 users in United States & Japan
• 3,000 locations from major bases to single-user locations
• 4 enterprise Network Operation Centers (NOCs)
• 52 server farms; 3 service desks
• 3.4 terabytes of data transported and 124 million browser transactions daily
Legacy Network Migration – 744 legacy networks have been moved to NMCI since December 2006
Secure – meets or exceeds DoD and JTF-GNO security mandates
• Mandate to completely implement Cryptographic Logon (CLO)
• More than 5.2 million unauthorized intrusion attempts prevented each month
Reliable – Sustains an availability level of 99.8% or higher

Description: The DON Next Generation Enterprise Network (NGEN) baseline will encompass:
• The current Navy Marine Corps Intranet (NMCI) for the DON
• Legacy network consolidation
• To meet the objectives of the Naval Networking Environment-2016, future upgrades will transition baseline NGEN, ONE-Net, & IT-21/ CANES from three separately managed environments to a globally integrated, net-centric DoN enterprise to support Network Operations (NETOPS) and leverage the DoD Global Information Grid (GIG) and available DoD enterprise services
• NGEN will build on the successes of NMCI and benefit from lessons learned
Transition planning is underway and aimed at ensuring an orderly transition to NGEN from NMCI. The Navy is implementing early transition activities in preparation for the changeover to the NGEN environment – scheduled to begin in 2010. These transition projects will allow DON to exercise appropriate government control of network operations and infrastructure and mitigate any risks associated with the transition to NGEN.
The government currently has control over the provision of NMCI services via a contract managed by the NMCI Program Office. Acquisition of NGEN will focus on establishing government control over the design and operations of the network, allowing DON to address command and control more effectively and with more agility.
NGEN will gradually add new capabilities, increasing command and control of the network and improving information assurance.
A System Program Office (SPO) was established 10/2008 to manage the implementation of NGEN. The SPO mission is to ensure the enterprise-wide approach for seamless oversight, responsibility and accountability for the NGEN implementation. The goal is to increase synergy among stakeholders to deliver an effective plan for transition of services, enhanced network security and greater government control and synchronization across the IT enterprise.
EDS has been selected to function under a bridge contract until NGEN can be implemented. This bridge contract will be to: Provide Continuity of Service; Obtain the right to use the NMCI infrastructure and technical data for follow on competitive procurements; and Provide for the transition of service from NMCI to NGEN.
Contract Type and Other Characteristics: TBD. However, from released documents and discussions, it can be reasonably assumed that there will be multiple contracts with multiple awards. Many of the early discussions have centered around questions and industry comments on DON's initial approach to segmenting NGEN.
Goals and Objectives of NGEN: The objective of NGEN is to lay the foundation for a single network environment aimed at meeting the vision of the Naval Network Enterprise (NNE) 2016. The existing NGEN program requirements are:
• Developed by DoN-wide Cross Functional Team
• Signed Requirement (May 08) Included:
– Functional Analysis–Scenarios (Business and Warfighting)
– Wide range of users interviewed within Navy Echelon II and Marine Corps Major Subordinate Commands
– Initial Costs/Schedule/Performance Studies
• Signed NETOPS CONOPS (Apr 08) Included:
– Establishes requirement for Operational Control of the Network
– Establishes requirements for Regional Control of the Network
Areas of Technology: There have been 39 services identified as of 03/01/2009: User accounts; Data center ops; WAN; BAN; LAN; Wireless networks; VoIP; Remote access services; Directory services; Enterprise portals; Authentication services; Malware prevention and detection; Security event management; Host based security services; Boundary and DMZ; Network access control; Security certification and accreditation; Enterprise Data center design; Data storage solutions; S/W & H/W peripherals; Workstations; Thin client; Deployable workstation capabilities; Commercial voice connectivity; Mobile voice; Secure mobile phone; Video teleconferencing; Network printer; Network multifunction device; Desk-side support; Messaging; Work flow and collaboration tools; Application hosting; Service desk; End-User training; Network operations and IA training; and NGEN testing.
Structure of the RFP: TBD. However, plan for multiple RFPs.

Based on the pre-RFP industry briefings, published Q/As, and industry white papers, these will not be easy proposals to develop. Clearly successful experience in similar network transition activities will be a requirement.
