Role: Business Development Executive – Government

The Business Development Executive will develop new and innovative ideas in the areas of direct marketing and sales to drive company revenue, and obtain new government clients.

 Schedule: Hourly or Full time depending on experience.  9:00am to 6:00pm Monday through Friday. 

Location: 100% remote, with periodic travel to our office in Basking Ridge, NJ and client sites required (about 10% travel)

Salary: Consulting at an hourly rate or will hire a strong candidate for a full time position. Commission is also available.

  • Plan and execute direct marketing and sales activities within approved budgets to meet company objectives
  • Develop new and innovative ideas that will drive company revenue by obtaining new clients in the government space
  • Strategically utilize CRM tools to establish and maintain solid working relationships with newly generated leads that will convert into a profitable clientele list
  • Convert clientele list into profitable contracts by successfully securing new contracts that will increase revenue and ensure company goals
  • Maintain and develop company database with current and prospective government clients
  • Immediately follow-up on sales inquiries via phone, email and in-person visits to maintain a close, positive rapport with current and potential clients
  • Supporting sales leadership on non-territory related assignments
  • Create solid leads, connections and networking opportunities by attending conferences, social events, association meetings, etc.


Must Have:

  • 5 to 10 years in a client-facing sales role, with demonstrated history of becoming a client subject matter expert and experience selling and managing large accounts
  • Bachelor’s Degree in Marketing, Business, or related field required
  • Experience selling to and managing government accounts
  • Strong time management, analytical, and organizational skills
  • Ability to work independently, and as a collaborative team
  • Excellent written and verbal communication skills
  • Strong presentation skills, and Microsoft Office Suite experience, including Excel

Nice To Have:

  • Experience working in medical product wholesale and distribution services, a strong plus

OCI is currently onboarding Proposal Managers for work in 2022. OCI is seeking Proposal Managers with 5+ years of experience managing federal proposal efforts in response to RFIs, RFPs, and BAAs from DoD, NASA, other U.S. Government agencies.

Responsibilities include but not limited to:

Responsible for overall leadership, management, and direction of the broad range of activities associated with the proposal development process.

Integrates the efforts of all involved technical, management, contracts, pricing, and business staff with proposal team staff, and of proposal team staff with production staff.

Issues effective proposal instructions and memoranda to proposal team.

Controls all proposal tactics, including theme, discriminator, and ghost implementation.

Reports in daily proposal status meetings the status of the following areas: customer status, proposal/program issues, volume status by module, proposal action item status by volume, program management status, technical baseline status, cost baseline status and procurement/subcontract management status.

Directs the creation and review of the proposal outline.

Assists in analyzing the solicitation and allocating proposal requirements against the proposal outline to ensure both compliance and responsiveness.

Builds the proposal compliance matrix and track the fulfillment of all requirements.

Reviews completed storyboards and sections to ensure requirements are adequately addressed and that imposed/intended page limits are not exceeded.

Identifies and tracks “must-do” compliance items to completion.

The ideal candidate will have access to the FAA Seniors in Oklahoma, City, specifically FAA AIT organization. If this is not possible, a senior Capture Manager with extensive FAA experience is acceptable. This is in support of an opportunity that involves customer service and desktop support. This is a longer engagement and the proposal is not scheduled to drop until late summer. The client would like the consultant Capture Manager to be onsite at in Oklahoma at least 15-20% of the time.
