Start Date: ASAP

Description: The Proposal Coordinator will be responsible for supporting all phases of the bid process in pursuit of winning Federal Government contracts. A Proposal Coordinator works with Proposal Managers and proposal teams and is responsible for all administrative aspects of proposal development, e.g. security and configuration management of all documents, coordination of proposal reviews and schedules, and directing final production of the proposal for submission. This includes creating and maintaining a proposal library, serving as the control center for all proposal development activities, and preparing the proposal facility for all activities, including planning, writing, graphics, desktop publishing, reviewing, and printing, and preparing the proposal compliance matrix.

Responsibilities:

  • Support proposal manager(s) on all opportunity planning, development, delivery, and follow-up
  • Establish and own the administration of multiple solicitation responses at a time on an ongoing basis. This duty includes standing up solicitation response artifacts (writing shells, checklists) and coordinating assigned work for solicitation responses as well as subsequently tracking progress.
  • Process addendums and amendments to solicitations and adjust the project tracking assets accordingly.
  • Provide copy editing/quality check procedures for solicitation responses, applying a company-specific style guide and conventions.
  • Parse and compile artifacts from our proposal library. Ability to create content a plus, but not required.
  • Engage in daily project reviews and take meeting minutes/organize reports. Follow up on various action items.
  • Coordinate internal and external resources for project execution including providing regular, periodic project status updates.
  • Perform various research and reporting duties.

Requirements:

  • Minimum 3 years experience in proposal coordination
  • Strong communication skills
  • Strong written, verbal, and analytical skills
  • Advance ability with MS Word
  • Intermediate ability with MS SharePoint
  • Familiarity with MS Teams, Power BI a plus

Salary Range: $60-$90K

Description: Proposal Writer will support proposal content development across multiple centers of excellence: Training, Logistics, Software, Cloud, Enterprise IT, Acquisitions, and Program Management.

Responsibilities:

  • Develops and writes content for proposals, white papers, collateral and other literary deliverables.
  • Serves as an author for sections on proposals to convey technical information.
  • Provides copy editing, proofreading, and final reviews for proposals and other deliverables.
  • Delivers high-quality writing for various proposal sections, including gathering information through research, statistical reports and interviews with technical staff.
  • Supports business development strategy with developing of differentiators, value propositions, and key messages.
  • Provides support/guidance to the proposal development team in all areas and particularly with compliance, readability, quality and messaging.
  • Other duties as assigned.

Requirements:

  • Bachelor’s degree, with a preference for a degree in journalism, communications, or English
  • 5+ years of experience in a relevant role
  • Ability to write and produce stellar, compelling content under tight deadlines
  • Ability to interview technical experts, analyze an RFP, and then convert data into a response that is compliant, complete, concise, and responsive that incorporates win themes, discriminators, and strategy points appropriately.
  • Understanding of journalistic writing styles
  • Excellent verbal and written communications, critical thinking, business strategy development, group facilitation, and teamwork
  • Possesses a strategic mindset and sound judgment
  • Strong communication skills

Salary Range: $75-$110K

OCI is currently onboarding Proposal Managers for work in 2022. OCI is seeking Proposal Managers with 5+ years of experience managing federal proposal efforts in response to RFIs, RFPs, and BAAs from DoD, NASA, other U.S. Government agencies.

Responsibilities include but not limited to:

Responsible for overall leadership, management, and direction of the broad range of activities associated with the proposal development process.

Integrates the efforts of all involved technical, management, contracts, pricing, and business staff with proposal team staff, and of proposal team staff with production staff.

Issues effective proposal instructions and memoranda to proposal team.

Controls all proposal tactics, including theme, discriminator, and ghost implementation.

Reports in daily proposal status meetings the status of the following areas: customer status, proposal/program issues, volume status by module, proposal action item status by volume, program management status, technical baseline status, cost baseline status and procurement/subcontract management status.

Directs the creation and review of the proposal outline.

Assists in analyzing the solicitation and allocating proposal requirements against the proposal outline to ensure both compliance and responsiveness.

Builds the proposal compliance matrix and track the fulfillment of all requirements.

Reviews completed storyboards and sections to ensure requirements are adequately addressed and that imposed/intended page limits are not exceeded.

Identifies and tracks “must-do” compliance items to completion.

The ideal candidate will have access to the FAA Seniors in Oklahoma, City, specifically FAA AIT organization. If this is not possible, a senior Capture Manager with extensive FAA experience is acceptable. This is in support of an opportunity that involves customer service and desktop support. This is a longer engagement and the proposal is not scheduled to drop until late summer. The client would like the consultant Capture Manager to be onsite at in Oklahoma at least 15-20% of the time.
