PACTS III, as the name suggests, is the third in a series of multiple-award IDIQs soliciting non-IT services and targeted to the service-disabled veteran-owned small business (SDVOSB ) community. Contingency Applications Program Support (CAPS)

Brief Overview of CAPS:
The Department of the Army has a requirement for Contingency Applications Program Support. This requirement supports the Army Futures Command, Combat Capabilities Development Command, CCDC C5ISR Center.

The FY 2022 release of CAPS RFP increases the Estimated Value to $ 500M – $750M (previous award was $480M).  For this IDIQ Multiple Award, Task Order driven contract. This potentially provides opportunity where the previous award was for five years, 8 contracts, which attracted just 15 bidders. The recompete will most likely start out with a plan for at least 10 awards for the same 5-year POP.
